A huge amount of food in our country goes to waste. More than 670,000 tonnes of products are thrown away instead of being given to people living below the poverty line.

The food that goes to waste for a year can feed all Bulgarians living below the poverty line for a year and a half. Tsanka Milanova from the Bulgarian Food Bank is categorical in this. All this is despite the change in the law and the abolition of VAT on donated food. So far, the law simply does not work.

So far, the responsible ministries have not prepared the normative documents necessary for the legalization and implementation of the norms. This is also the reason that deters donor candidates.

Three organs must be activated. The Ministry of Agriculture and Food must determine which foods can be donated, and the Ministry of Labor and Social Policy must issue a list of people who are eligible for support. The Ministry of Finance will report the donations.

From January 1 next year, any product donated up to 30 days before the expiration date is free of VAT. In order not to charge tax, the total value of donations should not exceed 0.5% per annum of the turnover of the taxable person.

The amendments, which were adopted last year, should take effect soon. Their main goal is to motivate large food chains to donate food instead of throwing it away. The data of the Bulgarian Food Bank show that over 670 thousand tons of food are destroyed annually. And this against the background of the figure of 21.2% of Bulgarians or 1.54 million people living in total poverty.
