Brussels has announced that it will compensate milk producers who have suffered from the Russian embargo and are unable to export their products to Russia, as a result of which they are suffering losses.
The European Union's press office said it would compensate all producers in the Union for imposing an embargo on certain EU foods.
Vladimir Putin's reaction was provoked by new sanctions from Europe and the United States.
The European Commission has already allocated 125m euros to compensate fruit and vegetable producers.
The reserve of EUR 420 million in Brussels may not be enough, as Finland alone estimates its embargo losses at half that amount.
A consultation between EU agriculture ministers will take place on 5 September. The measures that need to be taken will then be discussed.
