The poorest in the country are without food. The reason is the slow orders and numerous appeals.
Huge quantities of products are stagnant in the warehouses of the Bulgarian Red Cross. Food aid worth BGN 50 million cannot reach those in need in our country due to public procurement appeals.
Tons of goods are essential, but they are in warehouses rented by the Bulgarian Red Cross because they cannot be distributed. The reason is the dissatisfied companies from which these products were purchased, which appeal against public procurement.
Food for the poorest should have been distributed 3 months ago. The funds for their purchase were provided by the European Aid Fund for the Most Deprived. The state has launched public procurement for the supply of 19 essential products under the program. The companies that lost the race have started appeals, which have been going on for months.
Nine of the 19 positions announced today are subject to appeal. The Commission for Protection of Competition must rule within two months. Although after that the orders cannot be appealed again, during the period the Bulgarian Red Cross pays rent for the warehouses, which amount to BGN 40,000 per month.
The costs are piling up, and the agency has no idea how to proceed. Lutenitsa, peas, oil, lentils, beans, biscuits and others are still a distant dream for those in need. They say they miss the oil the most.
