Put the sugar in the pan and add enough water to moisten. Heat very lightly until all the crystals dissolve and the liquid becomes completely clear. When the syrup reaches a temperature of 155 degrees, carefully remove the pan from the heat and place its bottom in a pan or basin of cold water to stop cooking. Remove the pan as soon as the hissing stops.
Dip a fork into the caramel, remove and shake to remove excess sugar, then roll with a generous rolling pin.
Repeat this process until you have used up the syrup, or it starts to darken, or you have made enough cotton candy. Cut the ugly lumps with kitchen scissors and shape the cotton candy as desired.
